Radio waves are a form of electromagnetic radiation.  That part of the question is TRUE.  However, radio waves cannot always pass through all matter.  It depends on the properties of the matter and the frequency of the radio waves.  Therefore, it is not generally true that radio waves can pass through matter, although in many cases they do.
