In my opinion, you're being led down a relatively unproductive path. Long division of numbers in different number base systems is a novelty turned into a distraction. Also, I don't care for problems in which you're directed how to solve the problem. In this case, you can be sure that not every tutor will know about "the sharing (partition) concept of division and circle groups of base pieces." That's some new stuff (Common Core again?) the pursuit of which is not terribly helpful in the quest for mathematical competence in mainstream topics.
One way to solve this problem is simply to convert each number into decimal, do the division, and then convert the quotient and remainder back into notation in the non-decimal base system being used. That would produce a rock solid answer, and the case would be closed.
