The two polar ice caps are a distinctive feature of planet Earth.
They have been for as long as observations have been recorded and they still are (note: real science demands "observation").
Now, the word "permanent" raises religious and philosophical beliefs. For example, in the Bible, God promised, “While the earth remains, Seedtime and harvest, Cold and heat, Winter and summer, And day and night Shall not cease.” [Gen 8:22] The tilt of Earth and the temperature impact that this has (to produce seasons) is a feature of Earth.
Also, climate change advocates insist that the polar ice caps are melting at an alarming rate. Will they go away? And, how soon? And, for what reason? And, can we prevent that from happening?
So, are they a "permanent feature?" Yes, as far as we can observe.
