12 in = 1 ft, so (12 in)2 = (1 ft)2
 
                       144 in2 = 1 ft2
 
So, (9 in2)/(2 ft2) = (9 in2)/(288 in2) = 9/288 = 1/32

Not 12 square inches, but (12 inches) squared, which is 144 square inches.
