Retail: price when sold to the ordinary public.
The statements give the retail selling price IN TERMS OF the WHOLESALE COST.
Actually, you don't have a question; let's assume that it should be WHAT'S THE WHOLEALE COST?
Let W = wholesale cost. Then retail selling price = 1452 = 126 + 3W.
So you have an equation; solve for W.
