To solve this inequality

15p < 16                         (original problem)

15p/15 < 16/15                (divide both sides by 15)

p < 1.067

Since, there is (<) in this inequality for graphing use open circle. On number line locate 1.067 and put an open circle on 1.067. Then shade the left side of the number line, that is your answer. All values less than 1.067 is the answer.
