I am not familiar with "thim" or "stringest" and, incidentally, did not know that it could be windy inside the eye.

No.  Assuming you are referring to a hurricane, the strongest winds are found in the eye wall.  This is the area of the storm immediately surrounding the center, or eye of the hurricane.  The eye is actually very calm, with little to no wind.
