This refers to the military dictatorship of Augusto Pinochet in Chile.  The Pinochet regime, backed by the CIA, took power after the democratically elected government of Salvador Allende was overthrown.  "los desaparecidos" refers to people that disappeared during the Pinochet regime, taken and executed by the military.
