Hi Tota,
There's not enough background information here to give you specific suggestions. However, this assignment is asking for your opinion, not someone else's opinion.
What I can give you are some tips. I believe the important part of this assignment is the last phrase. You should focus on at least 2 things you think the board could have done additionally or differently. Notice that the question is not asking what they should have done, but rather what they could have done. Even if you think they did everything right, just find 2 or 3 (possibly 4) ideas of what they could have done. I would suggest at least 1 idea for each (additional and different).
After you have your ideas, consider how you want to arrange them. I suggest some kind of logical sequence, such as: least important to most important, chronological order, local to global.
After you've got your ideas organized, you'll be ready to write. Begin with an introductory paragraph where you introduce the topic and present your thesis. Expound on each idea in the body paragraphs- 1 idea in each. End with a concluding paragraph that restates your thesis (preferably using different words), and wraps things up.
I hope that helps.
