For percent problems the formula to memorize is:
Part = Percent x Whole (Just remember that percent is a decimal or fraction. That is, 75% is .75 or 3/4.)

 

So, let's use that for this problem.  We know the Whole (350,000,000) and we know the Part (138,750,000).  So ...

138,750,000 = X x 350,000,000

 

From there, if you need help ...

138,750,000/350,000,000 = X

.3964 = X (rounded)

Which means 39.64% (rounded to the nearest hundreth)

 

BTW- I'm assuming you meant "toward education" in the problem
