Two perpendicular lines have slopes whose product is (-1). That means the slope of one of them is m and the slope of the other is -1/m (the negative reciprocal).
The line y=-1/4x+6 is perpendicular to the line y=4x+b. We now need a point on that line so we can calculate the value of b.

All lines that have a formula that looks like y=4x+b (where b is the y-intercept) are perpendicular to the line y=-1/4x+6. Wwe have not yet determined the value of the y-intercept b to complete the y=mx+b that we need, but we have determined that m=4 comes from inverting (-1/4) and taking the negative of it.
