Hi Taryn,
The definition of endocrine gland is that it releases the hormone directly in blood. In retrospect, the secretion of exocrine gland comes through ducts.
Blood carries hormones through out the body through circulatory system, hormone recognize their target cells through presence of hormone receptors in target cells. Some hormones are released in response to stress or else while some (such as GH) are released in steady state level depending on the developmental age.
Your choice A is correct, however, I explained the mechanism briefly.
