Are these responses and precautions listed? In this case, "sustainability" means repeatable and endurable.
For example, one could potentially build a huge sea wall around Los Angeles (or any other coastal city), but that would be very expensive to both construct and maintain and would only be as good as long as the sea wall was higher than the tidal surge height. Would the wall be economically maintained forever? Would it end up hurting the city more than it would benefit after factoring in the annual risk of hurricanes?
Other solutions might include specialized evacuation routes and shelters, or a stockpile of emergency supplies, which would all have to be maintained even when there would be no hurricane in the immediate future. Some solutions might only be good for one hurricane (or two), before being defunct.
