This function represent a straight line with a positive slope and crosses the y-axis at the point (0, 3).  Any straight line with a positive slope starts on the third quadrant and ends in the first quadrant since this function has x values of all real numbers from negative infinity to positive infinity.

 

 

However, a line does not increase or decrease slowly, since they have a steady rate.  I don't agree with any of the answer choices listed here, being how they are described.
