When rounding, you look at the digit to the right of the number you are rounding to. If you're rounding to the nearest percent, you only care about the digit in the tenth of a percent place. When rounding to the nearest tenth of a percent, you look at the digit in the hundredth of a percent place, and so on.
If the digit in question is 0-4, round down. If the digit in question is 5-9, round up.
Thus the smallest percentage that rounds to 90% when rounded to...
...The nearest percent is 89.5% (89.51% is bigger, 89.49% would round to 89%)
...The nearest tenth of a percent is 89.95% (89.951% is bigger, 89.949% would round to 89.9%)
