3x +7y = 21
solve for y
y = -3x/7 + 3, where 3=the y intercept = the point (0,3) and -3/7 = the slope

3x+7y=21 line and establish a perpendicular line through point (0,2)
is another way to look at problem
y=(-3/7)x+3 line
-3/7 slope
line perpendicular to y=(-3/7)x+3 through (0,2)
7/3=(y-2)/(x-0)
7x=3y-6
7x-3y=-6
