I assume, based on the fact that you tagged this question under essay writing, that this is your prompt for an essay.
Allow me to recommend that you start with a thesis statement. A thesis statement is the blueprint of your essay. It is the last sentence (or 2 sentences) of your introduction paragraph where you make a claim about the topic at hand and then list supporting points for that claim that will then be used as the topics of your body paragraphs.
Here is an example of a good thesis statement: "Regular exercise improves physical health, boosts mental well being, and increases energy levels." The claim is that regular exercise is important. Physical health, mental well being, and energy levels are the supporting points.
Now, let's switch gears to your particular essay prompt. The short answer is money. Health care, at least in the United States, is a business. However, differences in values and difficulties in terms of collaboration do not help.
So, lets formulate a thesis. "Public health systems and private health systems have a contentious relationship due to financial constraints, barriers to collaboration, and a difference in values."
Now, you have a plan for the rest of your essay. One paragraph will be on financial constraints. The next, collaboration. The third, values. Your last paragraph will be a conclusion where you bring your thoughts to a close and then restate your thesis.
