The reason for this is that Congress at this time was attempting to add states in a way that would preserve the balance of influence between slave and free states. Texas was interested in becoming a slave state, which worried the northern congressmen. For them to accept the admission of Texas into the union, a free state or territory had to be added to preserve this balance. Oregon became the answer to this solution and was granted statehood from its position as a free territory a decade later in 1859. This followed the Oregon Treaty of 1846 between the US and Britain, establishing the Oregon Territory, south of the 49th parallel, as US territory. While Oregon did not immediately become a state following the admission of Texas, its position as a free territory gave the northerners a clear route to restoring the balance.
