Point slope form works as follows
y - (y coordinate of point) = (slope)(x - x coordinate of point)
Following this formula
y - 0 = -1/3(x- (-3))
Simplify a little and get
y = -1/3(x+3)

y = mx + b with me the slope.
Plug in the point to find b.
0 = (-1/3)(-3) + b
0 =1 + b
b = -1
y = (-1/3)x - 1
Factor out -1/3.
y = (-1/3)(x + 3)
