The slope of the line passing through those points is m = (-3 - 1) / (1 - 3) = -4/-2 = 2.
Using that slope and the point (3,1) in the point-slope form for a linear equation:
y - 1 = 2(x - 3)
y - 1 = 2x - 6
y = 2x - 5 (slope-intercept form--y intercept is at (0,-5)).
