The number m is more than -7 2/3 OR at most -10.
So the first part says m is any number more than -7 2/3. This means it could be any number bigger than -7 2/3 including -7, -6, -5, 0, 1, 2, 3 just to name a few. This does not include -10, -9, -8, -7 2/3.
The second part says m is at most -10. This means the number can be -10 but it can't be bigger than -10.
m could be -12, -11, -10 for example but it couldn't be -9, -8 1/2, -8.
So if we picture a number line we have an arrow at -10 pointing to negative infinity and we have an arrow at -7 2/3 point to positive infinity. With a small space between the two where m could not exist.
