The difference between who and whom is that 'who' is a subject, and 'whom' is an object. The general rule is that you can replace the pronoun "whom" with "him" and you can replace "who" with "he." In this case, "Ken knows whom to blame for Houston's slow recovery." You wouldn't say, "Ken knows he." You would say, "Ken knows him." Therefore, "whom" is the correct usage.
