Unless indicated otherwise, a % solution usually refers to weight per volume (%w/v). By this, a 1% solution, for example, means 1g of solute dissolved in 100mL of solvent.
Here, we need 9.0% sucrose in 450mL of solvent.
grams of sucrose = 9.0g / 100mL * 450mL
= 40.5g
