y+2 = -3(x-2) is the perpendicular line in point slope form

or

y = -3x +4 in slope intercept form

3x+y = 4 in standard form

perpendicular lines have negative inverse slopes. take 1/3,flip it upside down and change its sign -3/1=-3

this assumes you meant y=(1/3)x-6 and did not mean y=1/(3x) -6 which is what y=1/3x-6 means

if by chance you did mean y=1/3x-6 = 1/(3x)-6

then the perpendicular line through (2,-2) is about y=-2 but with slightly postive slope as the curve is rectangular hyperbola with slope = nearly undefined, but finite, a large negative number
