"my heart lies" is the heart lying or laying how can i understand it?

It could be either one or both. Without further context or the performance of the phrase vocally, it is difficult to say. This is a question that supplies options more than answers...
Option 1: The heart is literally laying prone as is the person who owns the heart and the second person "you" with whom the other person is laying down.
Option 2: The two figures in question are laying down together (implying either a sexual encounter or together at rest); however, the narrator is doing so insincerely. The narrator may be physically laying down with someone, but their heart lies about their true feelings.
Option 3: The narrator and the second person "you" are telling a lie together. In this scenario, perhaps the narrator does not consider themselves a good liar, but their partner-in-crime strengthens their ability to lie such that the lie is believable to the core of the person.

It could be both and it depends on the context. 1. If it is an intimate encounter, it could mean that when I lay down with you I am not being honest with my feelings. 2. It could also mean that both parties are doing an act of insincerity but one party (in this case the narrator) does not really want to engage in the deception as much as the other party.
