Remember that a perpendicular slope is the opposite reciprocal of the original slope of -3. So in other words, flip it over and change the sign. The -3 becomes 1/3. From there, you can use multiple ways to write the formula but the easiest is point-slope form. That is (y - the y value from the ordered pair) = m(x - the x value from the ordered pair). So, y-5 = 1/3(x+3).
