(-2,0) and (-3,-1) have a straight line though them with slope = -1/(-2+3)= -1 <0
if slope is less than zero, the function is decreasing
the rate of change = -1, which is constant for a straight line
but you said a line through the two points, a line could be curved. if so the function could have different intervals of decreasing and increasing and changes in rates of change, but more information is needed to answer that problem, so odds are you just want the answer for a straight line. It's a decreasing function with constant rate of change =-1
