The sum of any two sides of a triangle must be greater than the length of the 3rd side (Otherwise you do not have a triangle).
So 7 + 7 > x,
14 > x, or
x < 14.
It must also be true:
x + 7 > 7
x > 0 (kind of obvious)
So, finally,
0 < x < 14
