How to find out "x in every thousand"

Hi, say I have 79 people who wear a red shirt out of 3000 people. When talking in terms of population, what is the formula to find out "approximately "x" out of every thousand people wore a red shirt"

x = 79/3

x= 26 1/3 per thousand

x= 26.333... per thousand wear red shirts
