I love tutoring Math.
If it's a line with a slope of 0, it's a horizontal line. If it passes through the point (-2, 12), it must also pass through every point whose y coördinate is 12. (Draw a picture!) So the equation of this line is y = 12.
You could also get the equation of the line by using the point-slope formula:
y - y1 = m(x - x1)
The coördinates x1 and y1 are -2 and 12, and the slope m is 0, so the formula is
y - 12 = 0(x - (-2))
which simplifies to
y - 12 = 0
and simplifies further to
y = 12
