2x+3y = C = any constant other than 15, plug in (3,-3) to solve for C
2(3)+3(-3) = 6-9 = -3 = C
2x+3y = -3 is the parallel line through the point (3,-3)
or other ways to solve the problem include
solving the equation for y = -2x/3 +15/3
then using y=-2x/3 + b, plug in x=3,y=-3 to solve for b
-3 = -2(3)/3 + b
b = -3 +2 =-1
y = -2x/3 -1 is the parallel line you want in slope intercept form
multiply by 3 to get
3y=-2x-3
2x+3y = -3 in standard form
