It seems to already be a conditional statement so I don't understand what it wants me to do.

Ask your teacher. I agree this is already a conditional statement, except "from" should be "form".
A conditional statement has the form:
If p, then q.
p must be a statement, and q must be a statement.
If 2 angles form a linear pair, then they are supplementary.
The converse, by the way, is not true. Not all supplementary angles are linear pairs.
