The line with equation x = -3 is a vertical line with no slope. Every point on that line has an x-coordinate of -3. Any line parallel to that line must also be vertical. That means parallel lines will also have no slope (the change is x is zero, and since division by zero is undefined, we say the line has no slope).
A vertical line passing through the point (7, 4) will have every point on that line with an x-coordinate of 7. The equation of a vertical line passing through the point (7,4) will therefore have the equation x = 7.
