Probably the easiest way to evaluate is to convert the -24 1/2 to a decimal:
-24.50 + 16.15 - 4.00
Combine the negative terms:
-28.50 +16.15
Since these numbers have opposite signs, subtract the absolute values and give the result the sign of the number with the larger absolute value, i.e. the result will be negative, since -28.5 has a larger absolute value than 16.15.

You can start by converting every number to fractional form, getting a common denominator for each. Or you can convert the decimal answer to a fraction (mixed number or improper fraction).
-12 35/100 = -12 7/20 = -247/20
