This question has multiple parts. Firstly, it is stated that it is asking you to write an expression, not an equation.
This means your answer will not have an equal sign!
(equation kind of sounds like equals so thats a good way to remember that = goes with "equation")
Ex of equation:
3+2 = 5
Ex of expression: 3+2
Next, knowing that we are looking to write an expression let's look at the second part of the question. "Twice the sum of a number and three"
In this part of the question, notice that there are three mathimatical key words.
The first of which is the word "sum" meaning that we need to add two numbers together.
The second key word(s) are "a number" as this means that our expression will have a variable, lets call this one x.
The third is the word "twice" which means we will have to multiply something by 2.
Now, knowing what our key words mean, lets rewrite the sentance.
"Multiply by two after you add three to x"
Note that the multiplication happens last because it is asking you to double the sum, not the individual numbers!
To ensure that we make sure to add first, lets add parentheses around that part of the sentance.
"Multiply by two after you (add three to x)"
Awesome! Now that we have our sentance, we can write our expression mathmatically, giving a final answer of 2(x+3)
