Raymond's answer forgot to pay attention to this signs in between the restriction & 'm'.
Recall that m must be strictly > than -8 1/3, however it can be = to -10. Since I don't see any restrictions on the 'type' of number, the solution is
-81/3 < m</= -10, or you can express it as:
(-8 1/3, m-10]. Notice the difference between a ')' and a ']'.

-25/3 < m < -10
if m is restricted to integers then m =-9 or -10 [-9, -10]
if m is restricted to natural numbers the solution is the null set, no real solution
