You want to start with as many 9's as possible.
The list in order contains 9 (from 7,8,9), another 9 from 19, and another 9 from 29.
If we use the 9 from 29, there are not enough digits remaining to create a 6-digit number. So move backward from 29 to find the previous digit 8. That occurs in the 28. Are there 3 digits remaining to create a 6-digit number? Looks like 28, 29, 30 so the next 3 digits would be 293.
So it looks like the largest 6-digit number (with digits remaining in original order) is:
998293
Add those digits to answer the question.
