The number of euthanized animals dropped by 65,000 over a period of 14 years. That's approximately 4,643 per year. As the base of impounded animals is assumed to be relatively constant, you can use that rate to project the figures for the next 3 years. This assumes a linear function where the drop is constant in each year.
The equation would be in the form y = mx + b or y = -4643x + 90000 where the slope (m) is -4643 and x is the number of years since 2008.
Use this to project to 2025.
