The average cost of tuition at a community college was $3,520 in 2005 and the cost has increased somewhat linearly to $4,414 in 2017 let x be the number of years since 2000 and let y be the cost of tuition.

"let x be the number of years since 2000 and let y be the cost of tuition." The y-intercept is the value of y when x=0. So, when the number of years since 2000 equals zero (that is, year 2000), the cost of tuition is the (extrapolated) cost of tution in year 2000. NOTE that this is OUTSIDE THE GIVEN RANGE OF THE FUNCTION.
