We can solve this using ratios to find out how many bagels each ingredient is enough for, and the lesser number is how many we have enough for.
So for the eggs, we know 3 eggs make 24 bagels, so for 66 eggs the ratio looks like
24/3 = x/66
Cross multiply both sides to get
3x = 24.0 *66
3x = 1584
x = 528
So we have enough eggs to make 528 bagels.
Now we do the flour where seven cups make 24 bagels:
24.0/7.0 = y/103.3
Solving this the same way by cross multiplying
7.0y = 24.0 *103.3
7.0y = 2479.2
y = 354.17
y = 350 when taking significant figures into account. 7.0 only has two significant figures, so the final answer should only have 2. This wasn't needed in the first one since the 3 and 66 were counted numbers and those are exact. You can think of them as having an infinite number of sig figs.
Looking at our answers, we have enough eggs for 528 bagels and enough flour for 350 bagels. Clearly we can only make 350 bagels with those ingredients.
