Online Resources for ML/NNs

I am a novice programmer with a bit of conceptual background in ML/NNs, but I haven't programmed much in Python. Besides tutorials like Kaggle or platforms like Coursera/Edx, what are some free resources you'd recommend for hands-on practice with Python? And perhaps for some of the linear algebra background too?

(Totally unbiased) In my personal experience, I've found that MIT OpenCourseWare (OCW) is extremely helpful, as they provide not only lectures, but also entire problem sets, keys, exams, and other useful resources to help you through courses taught by industry leaders and professionals. ocw.mit.edu provides a course on linear algebra, as well as plenty of machine learning and neural net-specific courses ranging from the beginner/undergrad level to the advanced/graduate level.
