although it's possible the writer intended to write the absolute value of (a decreased by 6)
which would be |a-6|
but grammatically, the comma (",") suggests the 1st interpretation |a|-6
as well as mathematically applying the order of operations PEMDAS
the absolute value signs operate, in part, as parentheses, the P part of PEMDAS which comes before the S for Subtraction indicated by "decreased" by 6.
