You could set this up as a proportion... part/whole = percent/100.
You already have the percent you are working with, so one of your fractions will be 49/100. You just need to ask yourself is the 1,000,000 the "part" or "whole". The problem says 1,000,000 is 49% of the sum, so that tells us that 1,000,000 is "part". We are looking for the "whole".
Our proportion is 1,000,000/x = 49/100.
Cross multiply, and we have 49x = 100,000,000
Divide by 49, and you get x = 2,040,816.326
