The h value corresponds to the horizontal shift. Since this is to the right, the sign would be -
The k value corresponds to the vertical shift. Since this is down, the sign would be -.
There is no vertical shrink or stretch described. So the a value is 1. The final equation is:
g(x) = (x-9)2-3

Also, as a side note to Denise’s explanations, remember (x-h) means a shift to the right even though you are looking at a minus sign there. Lot of student get confused by that.
