What part of speech is “all” in this sentence? She signaled frantically with her arms all akimbo.

I'm not sure what "all" is modifying.

To me, All akimbo means that "all" means all over the place, all is encompassing all, so all means entirely. with hands on the hips and elbows turned outward. "she stood with arms all akimbo, flung out widely or haphazardly. EX: "he collapsed on the bed, legs all akimbo"
