3 inches in one year is 1 inch more than expected
4 inches were expected. instead 5 inches ocurred.
5 inches is 25% more than expected.
but expected percentage increase really depends on how tall the grass was to start with.
say it was originally 2 inches tall,
then expected increase was 2+2 = 4 which is a 100% increase
but instead, 2+3=5 was a 150% increase
150 is 50 more than 100.
which is a 50% greater increase than 100% increase
the question is a little ambiguous
