Help!! Can anyone help me with this?

Well you can view this two ways. First, 4x2 could be multiplication, in which case, the answer would be that the sides are unequal. If you view the x as a variable then you would have (4x)2 - 3 = 0. In this case, you would simplify to 8x - 3 + 0. Move the -3 to the other side by adding +3 to each side, 8x =3, divide both sides by 8 and you have x = 3/8.
