it would have been 9pm but for daylight savings tme, if it's now 10 pm

If is it 10 pm after spring forward what time was before spring forward cause we lost an hour of sleep right so was the time 11 or was the time 9? If the time went forward would u add an hour after daylight saving time (dst) or subtract an hour to see what time it was before dst?
