take a weighted average. You need to know what percentage of the final grade that the test counts.

if it counts 50%, then your final grade is just the arithmetic average: (70+99)/2 = 169/2 = 84.5

if it counts 30% then it has weight of 3 and the 99 has a weight of 7

.3(70) + .7(99) = 21+69.6 = 90.6

if it has a weight of x, then

x(70) + (1-x)(99) = 70x +99-99x = 99-29x
