The slope of a line perpendicular to y = 1/2x - 9 will have a slope that is the negative reciprocal of the given equation of the line, so that m = -2.
The equation of the line you need can be found by using the point-slope form of the equation of a line, or y - y1 = m (x - x1).
Substitute the coordinates of the given point (7,10) as (x1, y1) and the slope m=-2:
y - 10 = -2(x - 7)
y - 10 = -2x +14
⇒ y = -2x +24
